Learnedly Not Supporting CIRO’s New Proficiency Exams

Learnedly is announcing today that we will not be developing curriculum or exam-preparation resources for CIRO’s new proficiency exams launching in January 2026.

This decision was not made lightly. For more than a year, we and other educators have attempted to engage meaningfully with CIRO to ensure course providers can develop accurate and high-quality content that supports candidates and Dealer Members.

Despite our repeated attempts to clarify contradictions in the competency profiles and exam syllabi, CIRO has not meaningfully addressed our questions or concerns out of, what they state, “fairness to other curriculum providers.” Without clarity from CIRO, we are unable to develop curriculum that meets our high standards or the level of quality that the industry deserves.

CIRO is advocating for an open education model while refusing to review curriculum, provide clarification where necessary, or meaningfully dialogue with industry educators. For these reasons, we do not believe it is possible for educators to develop accurate curriculum that ensures full alignment with CIRO’s proficiency exams.
